Trapped Aussies celebrate New Year's Eve

PASSENGERS and crew aboard a research ship trapped in Antarctic ice for a week have been keeping their spirits up by filming themselves celebrating the new year and posting them on the internet.

In one, the lively bunch squeeze together in a small tent to perform a humorous song about their plight, while in a second they sing Auld Lang Syne as they stamp down the snow near the ship in preparation for the arrival of a rescue helicopter.

Three icebreakers have now failed to reach the Russian ship MV Akademik Shokalskiy, which has been stuck since Christmas Eve with 74 scientists, tourists and crew on board.

It was hoped the Australian icebreaker Aurora Australis would be able to get through the thick ice and allow them to continue on their way but fierce winds and snow forced it to retreat to open water on Monday after it came within 10 nautical miles of the stranded ship.

A helicopter on board a Chinese icebreaker, the Snow Dragon, will now be used to collect the passengers. The Snow Dragon, which is waiting with the Aurora at the edge of the ice pack, was also unable to crack through the ice, as was France's L'Astrolabe.

In the video filmed in the tent, a male member of the group introduces them as the Australasian Antarctic Expedition (AAE), adding that they are "just about to enter 2014".

When conditions allow it they will be flown back to the Snow Dragon in groups of 12, and then transferred by barge to the Aurora.

All 52 passengers will be evacuated, but the crew on the Akademik Shokalskiy will stay behind with the ship and wait for the ice to break up naturally, expedition spokesman Alvin Stone said.

The vessel, which left New Zealand on November 28, got stuck after a blizzard pushed the sea ice around the ship, freezing it in place. The ship is not in danger of sinking and there are weeks' worth of supplies on board.

The AAE team had been recreating Australian explorer Douglas Mawson's century-old voyage to Antarctica but this endeavour will now have to be cut short.

Joh's cabinet anxious about Labor rise

THE Bjelke-Petersen era was at its peak in 1983, but the rise of Labor governments in Canberra and WA put Sir Joh's cabinet on the defensive.

The staunchly conservative government was worried that the rise of Labor would put Queensland and the High Court on a collision course, cabinet documents from 30 years ago show.

Attorney-General Sam Doumany declared that the "fundamental realignment" meant all Queensland ministers and officials had to get smarter about protecting the state's interests.

Mr Doumany said the election of the Hawke government had paved the way for the Commonwealth to start making new sexual and racial discrimination laws.

His warning came in the wake of a 1982 High Court decision which found the Bjelke-Petersen government was acting discriminatorily by blocking the purchase of land by Aboriginal people in northern Queensland.

He said the High Court would "no longer provide any great protection" because the majority of justices were "opposed to the long-term interests of the states".

But Labor wasn't the only party to cause Sir Joh headaches in 1983.

The Liberal Party elected Terry White as its leader on August 9, triggering a political and constitutional crisis which resulted in the dissolution of the Liberal-National coalition.

The termination of the long-standing agreement between the parties was far from ideal for Bjelke-Petersen's Nationals, two months out from the state election.

In the wake of the dissolution and successive ALP victories across the country, many commentators were predicting a Labor win at the October poll.

However, Sir Joh managed to form a minority government by convincing key Liberal Party members to defect to the Nationals.

While the Queensland government remained the same in 1983, the state itself was changing.

Brisbane continued its evolution into an international city, landing the 1988 World Expo a year after hosting the Commonwealth Games.

The government didn't waste any time preparing for the massive bicentennial celebration by rezoning industrial land in South Brisbane to build a cultural precinct that's now known as South Bank.

Meanwhile, the Gold Coast was preparing to get a tourist attraction of its own - the state's first casino.

Construction of Jupiter's Casino began in July after Conrad Investment Corporation, a subsidiary of Hilton Hotels, was approved as a partner in the building consortium.

Plans were also well under way for a Townsville casino, with a draft agreement for the development approved in February.

In the mood to attract more tourists to the state, the government allowed the export of 18 koalas to Japan as a publicity stunt and funded a television program promoting the Sunshine State.

But 1983 wasn't all fun and games for Queenslanders.

Extremely hot and dry conditions wreaked havoc in the state, particularly in the northwest, with more than 50 shires hit by drought.

Unemployment was on the rise, with cabinet considering community-based employment projects as the jobless rate hit 11.5 per cent.

But the struggle of ordinary Queenslanders didn't stop MPs voting to give themselves a pay rise.

The disposal of radioactive sand left over from sand mining was also at the fore as the government grappled with where to dump the substance, which had a half-life of 10,000 million years.

Sand mining may have been controversial, but it was full steam ahead for the coal industry.

Major coal railways were electrified and new coal mining areas were opened at Emerald and Moranbah in central Queensland.

Trial coal exports to Spain, Malaysia and Hong Kong were also approved.

Sinking boats dampen Sydney festivities

MORE than 100 New Year's Eve revellers have been helped from two sinking boats in Sydney Harbour.

Police say 100 party-goers were rescued from a yacht near Garden Island about 8pm (AEDT) when the vessel began taking on water.

The police boat Nemesis took 60 people to safety on shore, while another 40 found refuge on a nearby private boat.

A police spokesman said the yacht was outside the exclusion zone and did not threatening the end of year fireworks display in the harbour.

More than an hour later, six people also had to be rescued from a sinking boat on the harbour.

The boat started sinking around 9.40pm, shortly after the fireworks show.

Four police boats were on scene helping passengers off the vessel.

An AAP reporter witnessed the boat sink, with just the front of the vessel sticking out of the water near Mrs Macquarie's chair.

Water police helped the six passengers onto another boat.

No one was injured in either of the rescues, a spokesman said.

Australia celebrates 2014 with a bang

A DAZZLING fireworks display capped Sydney's New Year's Eve celebrations on Sydney Harbour as hundreds of thousands of onlookers saw in 2014.

The harbour exploded in a kaleidoscope of colour at midnight as fireworks launched from seven barges mesmerised the revellers that packed foreshore vantage points.

The show marked the third pyrotechnic spectacular on Sydney Harbour this New Year's Eve, with city skies also lighting up at for eight minutes 9pm (AEST) and a one-off 60 second show at 10pm.

In the 12-minute midnight show of red, gold, blue, and green fireworks morphed into swirls, wheels and comets as they launched off the the Sydney Harbour Bridge.

Sydney announced 2014 with a synchronised explosion across the harbour, including 1000 fireworks shot from the Opera House sails, as well as glittering waterfalls of fire that cascaded over the harbour.

For a moment the seven tonnes of coloured fireworks seemed to turn the city's cloudy night into bright day.

Malin Schumacher, 19, said the midnight display was worth the 10-hour wait.

"You think I'm joking, but I did start to cry. I was overwhelmed," the Swedish tourist told AAP.

"You have fireworks in Sweden, but there's nothing compared to this - the view, the energy, the people."

Boliver Warner, 21, said the fireworks got better every year.

"The older I get, the more I enjoy it," the Darlinghurst resident said.

"There's always something to look forward to."

This year's top secret bridge effect, a highlight of the midnight display, was a 12 storey high, 72 metre wide neon eye that seemed to peer around the harbour.

Had the eye opened just a couple of hours earlier, it may have spotted the more than 100 seafairing revellers who had to be helped to safety when their boats began sinking in the harbour.

In Victoria, more than 500,000 revellers packed the city centre to see 7.5 tonnes of fireworks launched into the sky from 22 locations, including city rooftops, by a team of 44 pyrotechnists.

Police in both states were out in force on the night at celebration hot spots.

An ever present threat of rain took nothing away from the largest fireworks show in the city's history.

The skies above the river city were lit up by 30,000 pyrotechnic effects fired from three barges and three city rooftops at 8.30pm and midnight.

Thousands of people braved cold weather in Canberra's Civic Square to hail the New Year with music and fireworks launched form City Hill and the roof of the Canberra Theatre Centre.

In Tasmania, tens of thousands converged on the waterfront and Salamanca, where the state's biggest food festival, Taste, combined with the finish of the Sydney to Hobart Yacht Race.

Partygoers who weren't napping after a night of gorging on fine food witnessed fireworks exploding over the docks at midnight.

South Australia sang in the new year with live music in Adelaide's Elder Park, where local bands provided the entertainment, along with a fireworks display.

The new year will prove dangerous for some, with residents in parts of regional South Australia urged by authorities to leave their homes and seek safety as "catastrophic" fire danger conditions are predicted for January 1.

Western Australia largely left its patch of sky alone on the night, with Perth saving up its big pyrotechnics display for Australia Day.

Vic fireworks attract about 500,000

MORE than 500,000 partygoers have enjoyed a spectacular fireworks show in central Melbourne to celebrate the New Year.

On a mild and pleasant evening, Melbourne's skyline was lit up from 22 locations across the city.

The 7.5-tonne fireworks display transformed the night sky into a rainbow of colours, from green, gold, blue, pink and red.

Flashing balls of light and fireworks that looked like falling stars delighted the crowds, and none more than the finale of a rapid-fire display of light.

Earlier in the night, thousands of families flocked to Yarra Park for fireworks at the family friendly time of 9.30pm (AEDT).

The mood at the event was relaxed, with lots of kids, babies, mums and dads stretched on blankets with picnics waiting for the fireworks to begin.

New mum Nicola Sutcliffe said she was enjoying the music, but not the long queues for food.

"This is the first time we have been out with a child for New Year's Eve and it's good that there is something like this event," she said.

Melanie Barclay was also enjoying the night with her family that included three sons, aged three to six.

"It's lovely weather and lots of people enjoying themselves," she said.

Police promised to be out in force with 300 officers dispersed around the celebration hotspots across Melbourne.

Those found drunk in a public place face a $577 fine and $722 for drunk and disorderly behaviour.

Victoria Police Assistant Commissioner Andrew Crisp said just after midnight that apart from a few incidents, most people were in good spirits and behaving well in the city.

Two people were arrested and two police officers suffered minor injuries in separate scuffles in the CBD and North Fitzroy.

"They suffered minor injuries, that's very disappointing from my perspective, but keep that in perspective, we've got hundreds of thousands of people in the city," he said.

Sydney NYE to be 'absolutely spectacular'

SYDNEYSIDERS are in for "absolutely spectacular" fireworks this New Year's Eve as the harbour city gears up to ring in 2014.

Tuesday night's fireworks will include 11,000 aerial shells and 25,000 shooting comets that will explode from seven barges spread across 6km of Sydney Harbour.

For the first time in a decade, 1000 fireworks will also be shot from the top of the Opera House, as well as from the Harbour Bridge and jet skis stationed in the harbour.

Fireworks displays will explode across the harbour at 9pm, 10.30pm and midnight.

Sydney New Year's Eve producer Aneurin Coffey said there was "something for everybody" in the pyrotechnic extravaganza.

"Plan your night ahead so work out where you want to go and work out a backup location in case that area is full," Mr Coffey said.

"It'll be absolutely spectacular, there's some really new stuff this year."

For those heading to the foreshore, organisers say the Sydney Opera House and Dawes Point usually see the first trickle of spectators from about 5am (AEDT), with Bradfield Park, Blues Point Reserve and Observatory Hill Park also popular early.

With 1.5 million people expected to flock to Sydney for the celebrations, organisers are also urging people to seek vantage points outside the CBD.

Emergency services will be out in high numbers, with 2500 police on the beat in Sydney and 3000 across NSW.

This year's top-secret bridge effect,a highlight of the midnight display, is said to be as big as a 12-storey building and 72 metres wide.

Crocs CEO leaving ahead of investment

THE company that makes Crocs shoes is getting a $US200 million ($A226.3 million) bailout from a private equity fund, and its CEO is retiring.

Crocs shares peaked in 2007 as buyers snapped up the clogs known for being comfortable but ugly. But it hasn't been able to add new products with the same popularity.

Its shares rose 10 per cent in premarket trading on Monday.

Crocs says it will use the money from Blackstone for a $US350 million share buyback.

As part of the deal, Blackstone gets two seats on the Crocs board. And CEO John McCarvel is retiring and giving up his board seat around the end of April.

Crocs says fourth-quarter revenue will be at the low end of what it had expected, and its quarterly loss will match its worst prediction.

Shots fired at German ambassador's home

GERMAN Foreign Minister Frank-Walter Steinmeier has condemned an attack on the residence of the German ambassador in Athens, saying the act would not affect German-Greek relations.

"This is an act that we are taking very seriously. Nothing, and I do mean nothing, can justify such an attack on a representative of our country," Steinmeier said in Berlin.

The foreign minister said the assailants would not succeed in "damaging the good relations between Germany and Greece and between Germans and Greeks".

Greek police said shots were fired from a Kalashnikov assault rifle at the residence of Wolfgang Doldt in the Athens district of Chalandri at 3am on Monday.

No one was injured in the attack.

At least 20 shots were fired, according to a report by the radio station Skai. Four bullets reportedly lodged in the garden gate.

German government spokesman Steffen Seibert said Greek Prime Minister Antonis Samaras had telephoned Chancellor Angela Merkel about the attack.

He said Merkel wished Greeks a good EU presidency over the next six months, saying that Greece could count on German support.

A spokesman for Steinmeier stated that the reaction by Greek authorities to the shooting was "quick and circumspect".

The Greek government also assured Germany that security measures would be strengthened at the site and that everything would be done to apprehend and prosecute the culprits.

According to press reports, anti-terrorism police have arrested three people.

The German ambassador's residence was the target of a terrorist attack in 1999 when an anti-tank weapon was fired at it.

Many in Greece blame Germany's stance on austerity measures for their economic troubles.

US peace envoy back in Belfast for talks

AMERICAN envoy Richard Haass has returned to Belfast for a second attempt at quelling simmering disputes in Northern Ireland.

Haass, a former U.S. diplomat, was called in by the province's power sharing government to help resolve lingering disputes over flags, parades, and how to deal with the legacy of Northern Ireland's conflict.

All three issues have repeatedly tested the province's two-decade peace process, a series of agreements aimed at reconciling Northern Ireland's pro-British Protestants and pro-Irish Catholics after decades of bloodshed.

Haass failed to bring the parties to an agreement before Christmas, but saw enough potential to return for a second try.

In a Twitter message on Saturday, he said a "real opportunity for progress exists".

Zimbabwe ambassador goes into hiding

Zimbabwe's ambassador to Australia has gone into hiding after applying for a protection visa.

Jacqueline Zwambila was due to return home on Tuesday but instead appealed to the Australian government claiming her life would be in danger if she returned home.

Immigration Minister Scott Morrison says he will judge her request for asylum on its merits.

Ms Zwambila is aligned to Zimbabwe's opposition Movement for Democratic Change (MDC) party.

She said she knew it meant the end of her term when Robert Mugabe won elections earlier this year.

89-year-old Mr Mugabe has called on his opponents to accept defeat or commit suicide, telling the New York Times that "even dogs will not sniff at their flesh if they choose to die that way".

Five die in Beirut bombing

A POWERFUL bombing has rocked a central business district of central Beirut setting cars ablaze and killing five people, including a senior aide to former Lebanese Prime Minister Saad Hariri, officials said.

The National News Agency said Mohammed Chatah and his driver were both killed in the explosion, which wounded more than 70 others.

Lebanon has seen a wave of bombings over the past months as tensions rise over Syria's civil war. Hariri heads the main, Western-backed coalition in Lebanon which is engaged in bitter feuding with the militant Hezbollah group, which is allied to Syrian President Bashar Assad.

The blast was heard across the city and sent thick black smoke billowing in the downtown posh commercial district behind the government house and above the seafront of the Lebanese capital.

The army cordoned off the area to prevent people from getting close to the scene, where the twisted wreckage of several cars was still smouldering. The explosion appeared to be the result of the car bomb, but security officials said they had no immediate confirmation.

Footage broadcast on Lebanese TV showed medical workers rushing the wounded to ambulances. At least two bodies could be seen lying on the pavement.

The conflict next door has raised tensions in Lebanon's Sunni and Shi'ite communities as each side lines up in support of their brethren in the conflict next door.

That has fuelled predictions that Lebanon, still recovering from its 15-year civil war that ended in 1990, is on the brink of descending into full-blown sectarian violence.

Chatah, a prominent economist and former ambassador to the US, was one of the closest aides to former Prime Minister Rafik Hariri, who was killed in a truck bombing in Beirut in 2005, not far from Friday's explosion.

He later became finance minister when Hariri's son, Saad, took over the premiership, and stayed on as his senior adviser after he lost the post in early 2011.

German teenager dies in Tasmania crash

A GERMAN teenager has been killed in a single-vehicle accident in a remote part of Tasmania.

The 18-year-old woman's body was found in a vehicle that rolled on a dirt road in the Leven Canyon area.

Her 20-year-old companion is being treated in hospital.

Police said the pair were tourists and were on a narrow dirt road when the driver lost control on Friday afternoon.

The death is the first in Tasmania and the 14th nationally during the festive season toll period.

The national road toll period runs from 0001 December 23, 2013 until 2359 January 3, 2014, local times, in line with the Australia New Zealand Policing Advisory Board.

Ambush in Central African Republic

SIX Chadian peacekeepers have been killed and 15 wounded after being ambushed in the Central African Republic's chaotic capital, the spokesman for an African Union peacekeeping force says.

Eloi Yao told The Associated Press by telephone on Thursday that the peacekeepers were attacked at noon on Wednesday but the identity of the attackers was unclear.

The Chadian contingent, which is made up of Arabic-speaking Muslim soldiers, has been accused of taking sides in the country's communal conflict.

They are seen as being anti-Christian and of having sided with the Muslim rebels who grabbed power in a coup nine months ago.

The attack further underscores the messy nature of the conflict in the Central African Republic, where both French and AU forces have come under attack.

Donors needed to get over blood hurdle

PEOPLE are being urged to roll up their sleeves to help Australians get over one of the last hurdles of 2013.

In the lead-up to the New Year's Day holiday, the Australian Red Cross Blood Service needs to ensure it has a constant supply of platelets, a blood product often used by cancer patients.

Donations cannot be made on January 1 and the service needs 3000 Aussies to make appointments for December 31 and January 2.

Blood service spokesman Shaun Inguanzo says platelets have a shelf life of five days, which means stock collected on Friday will have expired or run out by New Year's Day, unless there's a constant flow of donations.

"In particular, we really need donors in Queensland, New South Wales and Victoria," Mr Inguanzo said.

One in three Australians would need donated blood in their lifetime, he said.

Canoeist missing at NSW dam

A MAN remains missing after falling out of a capsizing canoe and failing to surface at a dam in the NSW Southern Tablelands.

Police said the 21-year-old was one of three young men thrown into the water when the canoe tipped over on the Pejar Dam at Crookwell at about 7pm (AEDT) on Thursday.

The other two, aged in their late teens, managed to swim to shore and signal for help.

The 21-year-old did not surface and a search of the dam was conducted by local police, the SES and a rescue helicopter.

The two younger men were treated at the scene by paramedics and taken to Goulburn Hospital with suspected hypothermia.

The search was suspended at 9.30pm with weather conditions deteriorating and no sign of the man.

Local police, the Police Rescue Squad and SES volunteers will resume the search on Friday morning.

Weekly US jobless claims drop 42,000

THE number of Americans applying for unemployment benefits dropped by 42,000 last week to a seasonally adjusted 338,000, the biggest drop since November 2012.

But economists say the figures from late November and December are warped by seasonal volatility around the Thanksgiving, Christmas and New Year's holidays.

The US Labor Department says the less-volatile four-week average rose 4250 to 348,000.

Claims had jumped 75,000 in the two weeks that ended December 14 before plunging last week.

Unemployment claims are a proxy for layoffs and are now consistent with a solid job market.

Hiring has been healthy the past four months. The economy added an average of 204,000 jobs every month from August through November, an improvement from earlier this year.

The unemployment rate fell in November to 7 per cent.

American abducted in Pakistan urges help

A 72-YEAR-OLD American development worker who was kidnapped in Pakistan by al-Qaeda more than two years ago has appealed to President Barack Obama in a video to negotiate his release, saying he feels "totally abandoned and forgotten".

The video of Warren Weinstein released on Thursday was the first since two videos released in September 2012.

Weinstein, the country director in Pakistan for J.E. Austin Associates, a US-based firm that advises a range of Pakistani business and government sectors, was abducted from his house in the eastern city of Lahore in August 2011.

In the video sent on Thursday to reporters in Pakistan including The Associated Press, Weinstein called on the US government to negotiate his release.

"Nine years ago I came to Pakistan to help my government, and I did so at a time when most Americans would not come here, and now when I need my government it seems that I have been totally abandoned and forgotten," Weinstein said during the 13-minute video.

"And so I again appeal to you to instruct your appropriate officials to negotiate my release."

It was impossible to tell how much Weinstein's statement, made under the duress of captivity, was scripted by his captors.

The video and an accompanying letter purported to be from Weinstein was emailed anonymously to reporters in Pakistan.

The video was labelled "As-Sahab," which is al-Qaeda's media wing, but its authenticity could not be independently verified. The letter was dated October 3, 2013 and in the video Weinstein said he had been in captivity for two years.

In the video, Weinstein wore a grey track suit jacket and what appeared to be a black knit hat on his head. His face was partially covered with a beard.

Al-Qaeda has said Weinstein would be released if the US halted airstrikes in Afghanistan, Pakistan, Somalia and Yemen and also demanded the release of all al-Qaeda and Taliban suspects around the world.

The White House has called for Weinstein's immediate release but has said it won't negotiate with al-Qaeda.

The videos last year showed Weinstein appealing for help from the Jewish community and Israel's prime minister.

Two young boys taken from Qld home

TWO young boys taken from a home south of Brisbane by a man in a silver sedan may be at risk, say police, who are seeking urgent public assistance to find them.

The boys, aged three and four, were taken from a residence in Errol Street, Loganlea, at around 3.30pm (AEST) on Tuesday.

Police said the boys were taken by a 30-year-old man who was known to them and they "may be at risk".

The man is described as being of Papua New Guinean appearance, 180cm tall, of heavy build, tanned complexion, with collar length dark curly hair, a black bushy beard and wearing black shorts and a black T-shirt.

The children are described as having very short haircuts, one having a tanned complexion and the other being described as fair.

Both are believed to be wearing denim shorts and one boy was not wearing a shirt.

Police say the man was driving a silver 2003 Toyota Camry sedan bearing Queensland registration 564IGC.

The car was last seen at Logan Village on Camp Cable Road around 4.45pm and was travelling west.

Police urge anyone with information to ring 131 564.

A very merry Christmas for Aussie shops

THE Christmas clock is ticking, and the tills have been ringing.

Last-minute shoppers have helped push Australian retailers towards what's tipped to be their biggest Christmas since the global financial crisis hit.

Australian National Retailers Association (ANRA) CEO Margy Osmond says the overall spend in the four-week run-up to Christmas this year is expected to hit $29.6 billion.

"We think Australian retailers will probably have the best Christmas they've had for four or five years," she told AAP on Tuesday.

She said the last-minute rush had favoured the big retailers.

"A lot of the specialty stores have done much better this Christmas but there's no doubt in the last couple of weeks it's the department stores that are the big winners because it's the place you can go and tick every box all in the one spot," Ms Osmond said.

Residents in smaller states - the Northern Territory, the ACT, Tasmania - had generally gotten their Christmas shopping out of the way early, while their counterparts in NSW and Victoria were more likely to have left it till the last minute.

Kevin Finch was looking harried in Sydney's CBD on Tuesday evening, ticking off the people he was still buying for.

"My mother, my father, some family friends, and my grandma," he told AAP.

"Stupidly, I thought today would be a bit quieter."

He said he wouldn't be venturing out for the Boxing Day sales on Thursday, but keen bargain-hunters can get in earlier than that.

In a break with tradition, department store David Jones has already launched its post-Christmas sale online, while the Myer online sale will kick off at 9am (AEDT) on Wednesday.

ANRA's Margy Osmond is expecting a 5.6 per cent boost on post-Christmas sales figures from a year ago, with an expected $1.9 billion spend on Boxing Day alone.

Retailers predict stores around the country will take in more than $15 billion over the next three weeks, with the bulk of that likely to be spent on Boxing Day.

Australian Retailers Association executive director Russell Zimmerman told AAP he expects "a huge number of people" to head for malls around the country when the bricks-and-mortar sales start on Thursday.

But Mr Zimmerman didn't think the lure of early sales online would take away from the familiar frenzy seen in department stores on the day.

"There's a real atmosphere around Boxing Day sales, it's full of people, it's full of excitement and noise and generally speaking there's entertainment around," he said.

"You may well find that people will be encouraged to come out, they'll think it might not be quite so busy as it's been in the past because of the online sales, but I suspect it will be just as busy."

Arsenio Hall crashes his Porsche

LOS Angeles police say talk show host Arsenio Hall drove off a road in the San Fernando Valley but he's uninjured.

Sgt Russell Carr tells City News Service that Hall lost control of his Porsche and drove into a dirt shoulder at around 7.15pm on Monday in West Hills.

The car had to be towed.

Carr says it's unclear why Hall lost control of the car but police have ruled out driving under the influence of drugs or alcohol.

NSW house fire leads to cannabis discovery

A MAN has been charged after police seized more than 40 cannabis plants from the scene of a house fire in Sydney's west.

Emergency services were called to a home in Fairfield East on December 19 following reports of a fire, police say.

The blaze was extinguished and no one was injured during the incident.

During a search of the home, police allegedly discovered a hydroponic set up and seized 43 cannabis plants.

A 31-year-old man was arrested on Monday and charged with enhanced indoor cultivation of cannabis for commercial purpose.

The man was granted conditional bail and will appear before Parramatta Local Court on February 20.

South Pole trek soldiers hail Harry

PRINCE Harry has been praised by his brave band of wounded soldiers as they received a heroes' welcome after returning from a "crazy" South Pole adventure.

The injured British service personnel who formed the Walking With The Wounded charity expedition, which had included two Australians, arrived at Heathrow after catching a flight from Cape Town in South Africa to spend Christmas at home.

They faced such extreme weather conditions during their 322km odyssey that organisers had to call off the competitive element of the adventure.

But working as one unit, the British team and squads from Australia, Canada and the US made it to their Antarctic goal together on December 13.

In total, 12 injured servicemen and women who have overcome life-changing injuries took part, with Harry serving as Team UK's patron.

Corporal Seamus Donaghue from Brisbane and Private Heath Jamieson from Sydney took part under the banner of Aussie partner charity Soldier On.

Amputee Major Kate Philp, 35, from Worcestershire, lost her leg below the knee while serving in Afghanistan in November 2008.

The only female member of Team UK hailed Harry, who returned to Britain separately, for being "fantastic from beginning to end".

"Especially considering he hadn't had as many training opportunities because he is so busy, he was a really strong, fit individual.

"Personally speaking, there were a couple of days where I was struggling and he was there every time, at rest breaks, helping me out, buoying me up and pulling me on.

"He was exactly what you would expect from a military man - no airs or graces, he just mucked in with everyone else."

Sergeant Duncan Slater, 34, became the first double amputee to reach the South Pole during the trip.

He lost both his legs after the vehicle he was travelling in was hit by an IED in the Babaji area of Afghanistan in July 2009.

The Team UK member said: "It was pretty crazy - you couldn't have written it.

"It was a big disappointment when the race was called off but some of the guys were really struggling, some had frostbite, so I can see why they did it."

Ed Parker, co-founder of Walking With The Wounded and expedition director, said: "It was far harder than we were expecting."

Asked what the wounded soldiers gained from the experience, he said: "I think for them it proves they can do just about anything."

Aiming to trek around 15km to 20km a day, the teams endured temperatures as low as minus 45C and 80km/h winds as they pulled their 70kg sleds, known as pulks, towards the southernmost point on the globe.

US consumer spending up 0.5% in November

AMERICANS increased their spending in November by the most in five months, and their income edged up modestly.

Consumer spending rose 0.5 per cent from October, when spending had risen 0.4 per cent, the Commerce Department said on Monday. It was the best showing since June. The gain was driven by a jump in spending on long-lasting durable goods such as autos.

Consumers' income rose 0.2 per cent, an improvement from a 0.1 per cent decline in October. Wages and salaries, the most important component of income, rose a solid 0.4 per cent. That gain reflected strength in the private sector and a modest gain in government pay.

Consumer spending is closely followed because it accounts for about 70 per cent of economic activity. The strong November showing suggests solid economic growth this quarter.

Steady hiring and modest wage gains have boosted consumer confidence and given Americans more money to spend. At the same time, higher stock and home prices have driven up household wealth and made some people more comfortable about spending.

The big rise in spending and smaller income gain meant that the personal saving rate slipped a bit to 4.2 per cent of after-tax income in November. That was down from 4.5 per cent in October.

An inflation gauge tied to consumer spending that is closely followed by the Federal Reserve showed that inflation is still running well below the Fed's target. Prices were unchanged in November and have risen just 0.9 per cent over the past 12 months. The Fed's target for annual inflation is 2 per cent.

NAB enters undertaking with ASIC

THE National Australia Bank has entered into an enforceable undertaking with the Australian Securities and Investment Commission following an inquiry into an October 2012 share price spike on the Australian stock exchange.

The undertaking relates specifically to NAB's responsibility for potential market misconduct undertaken by the trading personnel of a contractor, which led to the spike, ASIC said on Monday.

"NAB has agreed to adopt specific monitoring and control systems for its direct market access trading and ASIC will supervise the certification of those systems for the next three years," the watchdog said in a statement.

It said the NAB would also make a voluntary contribution of $2 million to fund independent financial literacy projects in Australia.

ASIC Commissioner Cathie Armour said the undertaking was a timely, effective way to ensure there was genuine change to monitoring and control systems following the October 18, 2012 spike.

"It is imperative that entities have adequate monitoring and control systems in place to ensure this type of activity does not occur."

She said ASIC's investigation of the contractor and its trading personnel continued.

The third party equity index arbitrage business contracted to trade on NAB's behalf has not been named for legal reasons.

By 18 October 2012, following their decision to take an existing arbitrage position to expiry (which involved closing out a negative shares position), the Contractors Trading Personnel arranged to buy 197 of the shares in the S&P/ASX 200 Index (ASX200) from one of NABs brokers, Goldman Sachs Australia, at the prices at which those shares matched in the ASX opening auction that morning.

ASIC said the NAB acknowledged concerns its contracted traders may have breached the Corporations Act in the way they placed sell orders in larger volumes than they intended to trade in an opening auction in order to later trade shares at advantageous prices for the bank.

In a statement the NAB said it had worked closely with ASIC throughout its investigation and the bank took its regulatory compliance obligations very seriously.

"NAB does not condone or accept any activity that undermines or has the potential to undermine market integrity."

The bank said the equity index arbitrage business formed only a very small part of its overall trading activity and "NAB terminated the operations of this third party business in late 2012".

"The issues that have been identified do not raise concerns as to NAB's broader trading activity or control environment," the bank said.

Montreal mafia boss Rizzuto dies

VITO Rizzuto, the reputed head of the Montreal mafia, has died. He was 67.

Maude Hebert-Chaput of Montreal's Sacre-Coeur Hospital says Rizzuto died of natural causes early on Monday.

Authorities considered Rizzuto the head of Canada's most powerful criminal organisation when he was arrested in 2004.

He returned to Canada in October 2012 after serving a prison sentence in Colorado on racketeering charges related to three mafia killings in New York City in 1981.

While he was in prison, his once-dominant empire was decimated by setbacks and his own family was devastated by tragedy.

Scores of his associates were arrested, and many others were killed. Both his father, Nicolo, and son Nick were gunned down.

Aussies trapped in besieged S. Sudan city

AUSTRALIANS, British, Canadian and Kenyan citizens are among 3000 foreigners trapped in a South Sudan city experiencing bouts of heavy machine gun fire, one of the most violent areas of a weeklong conflict that has likely killed more than 1000 people, a top UN official says.

Ugandans and Ethiopians are also among 17,000 people seeking protection at a UN base in Bor, a city that could see increased violence in coming days, said Toby Lanzer, the UN's humanitarian co-ordinator.

The death toll from a week of violence in South Sudan has likely surpassed 1000 people, though there are no firm numbers available, he said. The number of internal refugees is probably more than 100,000, said Lanzer, who is seeking urgent financial assistance from the US, Britain and other European countries.

"I know there are many thousands of people seeking protection in churches," Lanzer said. "I know that we have our own staff that have literally walked into the bush and are communicating from there. That's where they say they are safest."

Bor is the city where rebel forces fired on three US military aircraft on Saturday, forcing the Ospreys - advanced helicopter-aeroplane hybrids - to abort their evacuation mission. On Sunday the US evacuated Americans by civilian US and UN helicopters.

The US over the past week has evacuated 380 Americans and 300 others from South Sudan, which has seen vicious, ethnically targeted violence.

Lanzer, who spent the weekend in Bor, said the city is experiencing tense, sporadic clashes and "fairly consistent gunfire and heavy machine gunfire".

The army is "now ready to move to Bor", President Salva Kiir told parliament, adding that the counter-attack to wrest back the town after it was captured on Wednesday was delayed until the US had airlifted citizens out.

The comments came despite days of shuttle diplomacy by African nations and calls from the US, Britain and the United Nations for the fighting to stop.

The US special envoy to South Sudan, Donald Booth, arrived in the troubled capital of Juba on Monday.

Amphetamine abuse growing: report

AMPHETAMINES have surged ahead of alcohol as the main substance addicted Australians seek treatment for, a report from a rehabilitation centre has found.

Odyssey House released its latest annual report on Monday.

It found addiction to amphetamines - including ice, speed or ecstasy - was the main substance of concern for a third of people seeking treatment, outstripping alcohol, cannabis and heroin for a second year.

Chief executive Jamie Pitts says the latest figures for amphetamine addiction are up 120 per cent on 2003 figures, while the figures for heroin addiction have fallen to their lowest point.

Ten years ago, Australia was in the grip of a serious heroin problem, he says, and 45 per cent of Odyssey House clients were admitted with opiate dependence.

That percentage has more than halved over the past decade.

"While this reduction is good news, it's due mainly to heroin supply issues," Mr Pitts said in a statement.

"People have turned instead to ice and speed because it's more readily available and affordable."

Booze remains a major problem for Australians, the report finds, with 28 per cent of those entering Odyssey House residential programs in the 2012-13 financial year reporting that alcohol was their main drug of concern.

"Seventy per cent of our clients list alcohol as one of their problem drugs, and it's the substance they're most likely to start misusing first, providing that slippery slope towards illicit drugs," Mr Pitts said.

More than half of those who sought help at Odyssey House had a co-existing mental illness.

The report also found people entering Odyssey House were more likely to have started using drugs at a younger age.

CIA helped Colombia target rebels: report

A COVERT CIA program has helped Colombia's government kill at least two dozen leaders of the Revolutionary Armed Forces of Colombia, the rebel insurgency also known as FARC, The Washington Post reports.

The National Security Agency has also provided "substantial eavesdropping help" to the Colombian government, according to the Post. And the US provided Colombia with GPS equipment that can be used to transform regular munitions into "smart bombs" that can accurately home in on specific targets, even if they are located in dense jungles.

In March 2008, Colombian forces killed a top FARC commander, Raul Reyes, in one of several jungle camps the rebels operated in Ecuador, just across the border. The Post report on Saturday said Colombia used US-made smart bombs in the operation.

The report is based on interviews with more than 30 former and current US and Colombian officials, who the Post said spoke on condition of anonymity because the program is classified and ongoing.

The CIA would not comment on the Post report. Without going into detail, Colombian President Juan Manuel Santos told the Post that the CIA has been "of help", providing Colombian forces with "better training and knowledge".

The multibillion-dollar program was funded secretly and separately from $US9 billion in aid that the US has openly provided to Colombia, mostly in military assistance. It was authorised by President George W. Bush and has continued under President Barack Obama, the newspaper reported.

Colombia's government and FARC have been engaged in peace talks in Havana since late 2012, but there has been no ceasefire between the two sides. Earlier this month Santos blamed the rebels for an attack on a police post that killed nine people, including civilians, military and a police officer.

The FARC rebels took up arms in 1964. The US-backed military buildup has reduced FARC's ranks to about 9000 fighters and killed several top commanders, though the rebels insist they are still a potent force.

Khodorkovsky says he won't enter politics

KREMLIN critic Mikhail Khodorkovsky, unexpectedly pardoned and released from jail, says he will not enter Russian politics, or fund the country's opposition to President Vladimir Putin.

Khodorkovsky, speaking to the press in the German capital on Sunday, two days after being dramatically pardoned by Putin, said: "I will not engage in politics, that is, fight for political power."

Despite being in prison for 10 years after being convicted of tax evasion and embezzlement, the former billionaire oil tycoon maintained that his pardon and release on Friday by Putin was "not a sign of fundamental change" in Russia.

"The authorities always wanted a confession of guilt from me, but that was unacceptable for me," Khodorkovsky said, adamantly maintaining that he did not sign any written confession of guilt to obtain a pardon.

Khodorkovsky's jail term was to have ended in August 2014. Critics have called his conviction politically motivated, noting that Khodorkovsky had funded the Russian opposition before his arrest.

In the decree, Putin said he was "guided by the principles of humanity" in pardoning Khodorkovsky.

Khodorkovsky, whose mother is suffering from cancer and has had treatment in Germany, had expressed fears he would not see her alive again.

Khodorkovsky, who has been given a one-year German visa, thanked German Chancellor Angela Merkel for what he said was her role in helping to secure his release.

"She made it possible for me to be free today," he said. Former German foreign minister Hans-Dietrich Genscher met Putin twice for discussions about Khodorkovsky, it emerged earlier.

Khodorkovsky, who also thanked the media who had covered his case over the years, said he did not know how long he would stay in Germany.

Asked if he would return to Russia, he said that if he did, there was no guarantee the Russian authorities would let him leave again.

Khodorkovsky refused to be drawn on his relationship with Putin, saying that while he had been treated harshly, "my family had never been touched".

He said he did not believe the Sochi Winter Olympics in Russia in February should be damaged in any way by opponents of the Russian government.

"Millions of people will celebrate the games, and that should not be damaged. But neither should the games be used as a great party for President Putin," he said.

He said Western governments should "remember I am not the last political prisoner in Russia," adding that he would focus his energies on helping the others walk out of Russian jails.

"I will do everything so that there are none left, do everything I can."

The former chief executive and founder of the Yukos oil giant said he had no plans to return to business, but had enough means to live on.

Man survives 15m plunge in Blue Mountains

A 29-YEAR old man has survived a 15-metre plunge down a waterfall in the Blue Mountains.

The man was hiking through the Valley of the Waters with his family about 2.30pm (AEDT) on Saturday when he allegedly climbed over a safety fence, slipped and fell down the falls, landing in a shallow pool.

Police say he was treated at the scene by emergency services before being transferred by helicopter to Westmead Hospital.

He is currently being treated for head injuries and is believed to be in a serious, but non-life threatening condition.

The accident happened on the same day abseiler Darren Bull was killed when he plummeted down a cliff at Malaita Point in the mountains.

Astronauts begin urgent space repairs

ASTRONAUTS have stepped out on the first of a series of urgent repair spacewalks at the International Space Station.

The two Americans on the crew floated outside on Saturday morning.

They will disconnect an ammonia pump that contains a bad valve.

The breakdown has crippled the space station's critical cooling system.

The pump replacement is a huge undertaking, attempted only once before, in 2010.

NASA has ordered up three spacewalks to complete the job, with the next to begin on Monday.

Astronauts Rick Mastracchio and Michael Hopkins will go back out again Christmas Day, if any work remains.

The six-man crew had to turn off all non-essential equipment inside the orbiting lab following the malfunction on December 11, when scientific research came to a near-halt.

Swedish Christmas goat engulfed in flames

VANDALS in Sweden have burned down for the 27th time a giant straw goat meant to symbolise Christmas spirit.

The 13-metre high and 3.6-tonne heavy straw goat was engulfed in flames early on Saturday after unidentified assailants attacked it in the Swedish town of Gavle, 150km north of Stockholm.

The straw goat is a centuries-old Scandinavian yule symbol that preceded Santa Claus as the bringer of gifts.

Since 1966, when the tradition of erecting the giant straw goat in the town square was introduced, Vandals have burnt it down 27 times.

UK mosque firebombers jailed for six years

TWO former soldiers who firebombed a British mosque following the murder of soldier Lee Rigby have each been jailed for six years.

Stuart Harness, 34, and Gavin Humphries, 37, made petrol bombs and threw them at the Grimsby Islamic Cultural Centre while being filmed on CCTV cameras they thought were turned off.

They were jailed on Friday by Judge Mark Bury at Hull Crown Court after admitting arson, being reckless as to whether life was endangered, at an earlier hearing.

Nigerian church bomber gets life in jail

A NIGERIAN court has sentenced the convicted participant of a 2011 Christmas Day bombing of a Catholic church to life in prison.

At least 44 people died in the explosion.

The Federal High Court found Kabiru Sokoto guilty of terrorism and murder.

The state argued he had prior knowledge that the Boko Haram network planned to bomb St Theresa's church, just outside Abuja, Nigeria's capital, but failed to notify law enforcement officers.

Sokoto, who is also known as Kabiru Umar, pleaded not guilty and argued that the state did not provide evidence linking him to the bombing.

A car bomb exploded outside the church as worshippers came out of an early-morning service on Christmas Day in the first attacks targeting Christians by extremists staging an uprising in the northeast.

Border tree sparks Lebanon, Israel tension

LEBANESE and Israeli troops are on alert after the Israeli military tried to cut down a tree on the border with Lebanon, the state-run National News Agency reports.

UN peacekeepers in southern Lebanon have deployed in the area to quell any tensions.

Both sides are in talks to hand over to the UN force the task of uprooting the tree adjacent to the border fence with the Lebanese town of Adaisseh, according to the report.

A similar incident took place in 2008, prompting Lebanon and Israel to exchange fire that led to the killing of an Israeli officer, two Lebanese soldiers and a journalist.

The latest incident comes five days after an Israeli soldier was killed in a cross-border shooting by a Lebanese army soldier.

The Lebanese army described the incident as an "individual act".

UK TV firms 'cleared' over Rigby footage

BROADCASTERS including the BBC and ITV have been cleared of breaking TV regulations by airing graphic footage of soldier Lee Rigby's murder, according to reports.

TV watchdog Ofcom launched an investigation over the decision by the companies to air footage before the watershed from the scene of the murder in southeast London.

Michael Adebowale, 22, and Michael Adebolajo, 29, were found guilty at the Old Bailey on Thursday of murdering the young soldier near Woolwich Barracks on May 22.

The pair were told they face life behind bars and will be sentenced in the new year.

Ofcom investigated broadcasters including BBC News, 5 News, ITV News, Channel 4 News and Sky News following a number of complaints about footage obtained by a bystander on a mobile phone but it is understood they will be found not to have breached the broadcasting code.

A spokeswoman for the watchdog said: "Ofcom plans to publish the outcome of its investigations into the broadcast coverage of the murder of Lee Rigby in its regular Broadcast Bulletin early in the new year."

Freed Khodorkovsky arrives in Germany

RUSSIAN businessman and government critic Mikhail Khodorkovsky has arrived in Germany after being freed from a Russian prison earlier in the day.

Khodorkovsky landed in Berlin at around 3pm local time, former German foreign minister Hans-Dietrich Genscher said after meeting him at Schonefeld airport outside the German capital.

A German businessman, Ulrich Bettermann, lent his company plane to fly Khodorkovsky out of Russia after being asked by Genscher, the company's public relations agency said on Friday.

OBO Bettermann provides electrical equipment for the oil and gas industries and has significant operations in Russia.

Georg Streiter, a deputy spokesman for the German government, said that Chancellor Angela Merkel welcomed the release.

"She is delighted," he said.

Merkel told reporters late on Thursday in Brussels that she was looking forward to Khodorkovsky's release "if that should happen tomorrow," prompting speculation that the German government had been involved in a deal to free Khodorkovsky.

The Russian Federal Prison Service said Khodorkovsky flew to Germany where his mother had been undergoing medical treatment and that he was issued a passport upon his personal request.

His mother, Marina Khodorkovskaya, is back in Russia.

She told the Itar Tass news agency: "I was there (Germany) for treatment some time ago, but right now I am in Romashkino outside Moscow."

She added that her son had not contacted her so far.

"I believe he has no telephone," she said.

Khodorkovsky's legal team said that Anton Drel, a longtime lawyer for Khodorkovsky, is with him and that a more detailed statement would be issued soon.

Earlier on Friday, President Vladimir Putin signed a pardon decree for Khodorkovsky, who has been serving an 11-year sentence in a prison colony.

Khodorkovsky walked out of his prison colony in Karelia at 12.20pm local time (1920 AEDT), a law enforcement source in the north-western Russian region told the Interfax news agency.

The prison service later confirmed that Khodorkovsky was free.

In his decree, Putin says that he pardoned Khodorkovsky because he was "guided by the principles of humanity" and that his order was to take effect on the day it was signed.

Putin surprised the world on Thursday by announcing he would grant a presidential pardon to Khodorkovsky because the former oil tycoon had sent him a request in which he argued that his mother is ill.

Khodorkovsky wrote in November that his mother is suffering from cancer and that he feared he will not see her again alive.

Formerly one of Russia's richest men, Khodorkovsky has been in jail for more than 10 years after convictions on tax evasion and embezzlement charges.

He was expected to get out of prison in August.

However, prosecutors said earlier this month that they were investigating Khodorkovsky on new money laundering accusations.

He has in the past refused to ask for a pardon, implying that it would mean an admission of guilt.

Report questions UK rendition role

BRITAIN "may have become inappropriately" involved in some cases of rendition of suspected terrorists, a report by the aborted inquiry into British complicity in torture has found.

Sir Peter Gibson's investigation has found 27 areas that need further investigation in relation to interrogation, rendition and the way officers were trained.

The report said British intelligence agencies witnessed mistreatment of detainees, but were reluctant to raise their concerns because they feared jeopardising relations with their international counterparts.

It also questions whether the government could and should have done more to secure the earlier release of detainees from Guantanamo Bay.

The inquiry was axed earlier this year after fresh criminal investigations were launched into allegations involving Libyan victims, but its validity had already been called into question when campaigners and human rights lawyers pulled out, claiming it lacked credibility.

Sir Peter published an interim report on Thursday, which contained some redactions for "national security reasons", setting out the case for the investigation to be resumed.

"The inquiry would have wished to examine when the government came to understand the scope of the US policy and whether the government and its agencies responded adequately once they became aware of renditions, or proposed renditions, of British nationals and UK residents," it said.

"There is an issue as to whether the government and the agencies may have become inappropriately involved in some cases of rendition, and whether an adequate policy was formulated and guidance issued to personnel, addressing the extent to which it was proper for the UK to support or assist renditions carried out by other countries."

Rendition is the practice of sending a foreign criminal or terrorist suspect covertly to be interrogated in a country with less rigorous regulations for the humane treatment of prisoners.

The inquiry also found that while no formal request was put to the UK, records showed the government was aware that US officials were considering the use of Diego Garcia, an island in the British Indian Ocean Territory, for holding or transiting detainees between November 2001 and January 2002.

Documents obtained by the investigating team found evidence of a "reluctance" to raise issues about treatment for fear of damaging work with other intelligence services.

"A theme that runs through a number of the lead cases considered by the inquiry is whether treatment issues, such as sleep deprivation, hooding, and media reports of waterboarding, were raised appropriately with the relevant liaison partners responsible for the detention and treatment in question," the report states.

"Documents provided to the inquiry show that in some instances there was a reluctance to raise treatment issues for fear of damaging liaison relationships or that when these issues were raised, only limited details were provided.

"The documents show that there are some instances where UK officers continued to engage with detainees held by liaison partners in various locations after ill-treatment had either been witnessed or alleged and then reported to Head Office."

It said it wasn't clear from the documents provided to the inquiry that anything was done following a concern raised by officers.

On January 16, 2002, the then prime minister Tony Blair told the House of Commons anybody who was captured should be treated humanely in accordance with the Geneva Convention and proper international norms.

By January 18 Mr Blair appeared to have begun to have doubts about the treatment of the detainees and annotated a note calling for it to be made clear to the US that torture would be "unacceptable".

UK man wins ruling in royal will case

A MAN who believes he may be the illegitimate son of the late Princess Margaret has won an important High Court ruling which could aid his quest to see the contents of the will of the Queen's sister and that of Queen Elizabeth the Queen Mother.

Jersey accountant Robert Brown, 58, is seeking to prove he is Princess Margaret's secret child and that she hid a pregnancy in 1955.

The royal wills were drawn up around the time of Margaret's death in 2002 and were "sealed" to keep their contents secret.

On Thursday, Brown was granted permission to seek judicial review of a refusal to allow him access under the Freedom of Information Act 2000 (FOI) to documents he says show there was a "secret judicial process" for sealing Royal wills.

Giving him leave, Mr Justice Phillips said at London's High Court there were "compelling" constitutional reasons to allow Brown's legal challenge to go ahead and that was not altered by a past Court of Appeal observation that his claim to be Princess Margaret's son was "scandalous and irrational".

The judge said the case gave rise "to important points of principle and practice" regarding open justice and the public interest.

They related to how the courts dealt with statutory provisions and rules "in relation to a particular class of litigant".

"I am absolutely delighted," Brown said.

"It is an important day for the fundamental principles of open justice and the rule of law.

"Historically, it has been very clear that the monarchy should not have secret communications with the court.

"I am delighted that I have got this far and constitutional issues have been reopened and the points I have raised have been recognised as arguable."

Of his claim to royal parentage, he said: "Hopefully I am not a nutcase. I am either right or I am wrong."

Brown has said he will never give up the battle to prove his royal heritage.

He believes he was born to Princess Margaret in 1955 and his father was possibly Robin Douglas Home.

He claims that the later stages of her pregnancy were covered up with the use of body doubles and that he was sent to Kenya to be brought up as the child of Cynthia and Douglas Brown in Nairobi.

He believes the documents he wants disclosed will reveal that Buckingham Palace, the attorney general and a senior judge acted together to maintain secrecy around the Queen's sister's last testament, which, he hopes, contain details of his birth.

His claims were dismissed by lawyers for the royal family in a previous court hearing as that of "a fantasist seeking to feed his private obsession".

Target says 40 million accounts breached

TARGET says that about 40 million credit and debit card accounts may have been affected by a data breach that occurred just as the holiday shopping season shifted into high gear.

The chain said that customers who made purchases using their cards at its US stores between November 27 and December 15 may have been exposed.

The Minneapolis company said it immediately told authorities and financial institutions once it became aware of the breach and that it's teaming with a third-party forensics firm to investigate the matter.

It said it is putting all "appropriate resources" toward the issue.

Target Corp advised customers who suspect there has been unauthorised activity on their cards to call them.

"Target's first priority is preserving the trust of our guests and we have moved swiftly to address this issue, so guests can shop with confidence. We regret any inconvenience this may cause," Chairman, President and CEO Gregg Steinhafel said in a statement on Thursday.

Target is the latest retailer to be hit with a data breach problem.

TJX Cos, which runs stores such as T.J. Maxx and Marshall's, had a breach that began in July 2005 that exposed at least 45.7 million credit and debit cards to possible fraud.

The breach wasn't detected until December 2006.

In June 2009, TJX agreed to pay $US9.75 million in a settlement with multiple states related to the massive data theft, but stressed at the time that it firmly believed it did not violate any consumer protection or data security laws.

Target has 1797 US stores and 124 in Canada.

US existing-home sales drop for 3rd month

THE number of people who bought existing US homes in November declined for the third straight month.

Higher mortgage rates have made home-buying more expensive, while the lingering impact of the October government shutdown may have deterred some sales.

The National Association of Realtors said home sales fell 4.3 per cent to an annual rate of 4.90 million.

That's the weakest pace since December 2012, and the first time since April that the pace has slipped below 5 million.

Still, the association projects that total sales this year will be 5.1 million.

That would be the strongest since 2007, when the US housing bubble burst.

The median sales price of an existing home was $US196,300 ($A222,350) in November, a slight decrease from October but 9.4 per cent higher than a year ago.

Serco to repay $A127m for overcharging UK

THE British government says security firm Serco has agreed to repay STG68.5 million ($A127.56 million) after it was accused of overcharging on contracts to monitor offenders using electronic tags.

The Ministry of Justice says Serco will reimburse money owed on the contract and pay costs incurred by the investigation.

In July, Britain's attorney general said two firms, Serco and G4S, had charged the government millions for people they were not actually monitoring.

In a few cases, offenders they were supposedly monitoring were dead.

The revelations prompted the government to review all contracts held by Serco and G4S.

The justice ministry said on Thursday that G4S was facing further investigation by the Serious Fraud Office over problems with contracts for facilities management in courts.

Car crashes into young Qld cyclist

A CAR has hit a teenage cyclist before crashing through a fence and into a house on Queensland's Sunshine Coast.

The 16-year-old cyclist suffered facial injuries in the crash at Buddina just before 6am (AEST) on Thursday.

He's in a serious but stable condition at Nambour Hospital, a Department of Community Safety spokeswoman said.

A 22-year-old woman, believed to be the car driver, wasn't injured.

Two winners in $US636m in US lottery

LOTTERY officials say a Georgia woman has one of the two winning tickets to the $US636 million ($A716.70 million) Mega Millions jackpot, the second-largest in US history.

Lottery officials identified her as Ira Curry, of Stone Mountain, which is east of Atlanta. Officials say she bought one ticket and chose the numbers herself, using family birthdays and her family's lucky number, which is 7.

Curry did not attend the news conference. The other winning ticket was sold at a gift shop in San Jose, California.

The winning ticket in Georgia was sold at a newsstand in Buckhead, a financial centre of Atlanta.

Georgia Lottery chief executive Debbie Alford says Curry is in a state of shock and that she plans to take the lump sum payout of $US123 million ($A138.61 million) after taxes.

GREENPEACE activist Colin Russell hopes he'll be back in Tasmania before the end of the year after Russia granted amnesty to the so-called Arctic 30 who had been facing hooliganism charges.

Mr Russell, 59, was defiant after being told he wouldn't face trial, insisting he hadn't done anything illegal.

"It's more relief than joy," the full-time Greenpeace employee told AAP from St Petersburg.

"I didn't do anything wrong. I was illegally brought here and illegally detained.

"I think the hierarchy, the people in Moscow, have said they want this to end, so it could very well be next week that we are on our way (home)."

Mr Russell was among 28 activists and two journalists detained in September after Greenpeace scaled a state-owned oil platform to protest Russian energy exploration in the Arctic.

The 30 - including Brit Alexandra Harris, who lives in Sydney, and New Zealander Jon Beauchamp, from Adelaide - were initially charged with piracy before that was downgraded to hooliganism.

Ms Harris, 27, said it was strange to be forgiven "for a crime we didn't commit".

"But I am relieved and looking forward to moving on with my life," she said.

Russia's lower house on Wednesday approved a Kremlin-backed amnesty bill that ends their prosecution and will also set free two jailed members of the punk band Pussy Riot.

The bill, which commemorates 20 years since Russia ratified its current constitution, applies to people charged or convicted on hooliganism or mass riot offences.

The amnesty doesn't require approval by the upper chamber of parliament and will be effective when published, which is likely to be on Thursday.

Mr Russell was the radio operator on board the Greenpeace vessel Arctic Sunrise.

He spent more than two months in jail before being released on bail in late November.

The Tasmanian expects to be able to leave St Petersburg, where he is celebrating with his wife Christine and daughter Madeleine, once the criminal investigation is formally wound up and immigration provides a visa.

But the fate of the Dutch-registered Arctic Sunrise, impounded in Murmansk, is less certain.

The international maritime court in November ordered Russia to release the Greenpeace ship and its crew in exchange for a $A5.3 million bond.

Mr Russell now wants Moscow to act.

He argues Australia complied with a similar International Tribunal for the Law of Sea order after escorting a Russian vessel to Perth.

"Russia accepted that ruling back in 2002 and here we are today and they don't even want to acknowledge that tribunal exists."

Despite his recent hardships, Mr Russell says he'll be back on duty for Greenpeace after taking some time off.

Any oil spill was bad, but if one occurred under ice it would be disastrous, he said.

"We did go to the Arctic for a reason ... and I truly believe we are doing the right thing," he said.

"It will only take one disaster to ruin everything.

"I don't see how they could contain it. How could they clean it up?"

No mechanical issues in Walker crash

INVESTIGATORS have found no evidence that the Porsche carrying Fast & Furious actor Paul Walker had mechanical problems before it crashed.

A US law enforcement official with knowledge of the investigation tells The Associated Press the car lost control due to "speed, and speed alone."

The official requested anonymity because the official was not authorised to speak publicly.

The investigation also ruled out debris in the roadway as causing the car in which Walker was a passenger to smash into a light pole and tree.

The November 30 crash killed Walker and the driver, his friend and financial adviser Roger Rodas.

Investigators won't set a firm speed at which they think the car was travelling until Porsche engineers come to California next month to extract information from on-board data collectors.

Indigenous Territorians take lead in 2013

WE'VE come a long way from 1967.

Almost half a century after indigenous Australians were given full voting rights, the country has seen this year the promotion of two Northern Territorians as the first Aboriginal head of government and as the first female Aboriginal member of federal parliament.

One from each side of politics, both came into their jobs with some controversy: Adam Giles of the Country Liberals rolled then-chief minister Terry Mills for the NT's top job in March while the latter was on a business trip to Japan.

And in January longtime Labor Senator Trish Crossin was elbowed out by former prime minister Julia Gillard to parachute in Olympian Nova Peris, whose seat was confirmed at September's federal election.

But their approaches to leadership are extremely different, with Mr Giles refusing to be seen as "an indigenous chief minister", while Senator Peris is drawing strongly on her Aboriginality to connect with her electorate.

"I'm a politician, not an indigenous politician," Mr Giles told AAP.

He said he was expected to do his job based on his ability, not on his background.

"If you say you're a certain type of politician, whether it's indigenous or otherwise, you typecast yourself, and you lose respect from the general public because they think you're only there for that population," he said.

Senator Peris has taken a different tack. In her maiden speech to parliament last month she proudly identified herself as "a member of the oldest continuous surviving culture on earth", and shared the story of her grandmother and mother being separated from their families as part of the stolen generation.

Mr Giles derided her speech as focusing only on Aboriginal Territorians.

"There's 70 per cent of the population who are not Aboriginal and if you're a senator you're elected to represent everybody," he said.

But Senator Peris says his comments demonstrate a lack of understanding of the NT's genetic makeup.

"My background is a background of struggle, and it gives hope to people who have been battlers all their life," she said.

"I haven't used that as an excuse for why I can't achieve something, I've used it as a reason why I want to reach for the stars."

Mr Giles has repeatedly said the NT is open for business as he tries to attract investment in the region, courting South Korea, China, Japan, Vietnam and Indonesia on trips this year.

He says the NT has been too reliant on the boom-and-bust nature of Darwin's construction and mining industries, and sees private sector investment as the solution.

"You look at a map of Australia from Queensland to WA, and in the middle the Territory hasn't been developed, because everyone's reluctant to do it," he said.

"I want developments in all corners of the Territory so everyone can start benefiting."

But at what expense, Senator Peris asked.

She said the social and environmental impacts of rapid mining development needed to be examined and local communities consulted.

"Mines can come around and last for 10, 20, 50 years, but then you've got people who have lived on that country, farmed that country and worked that country for thousands of years," she said.

She pointed to the crisis facing Nhulunbuy following Rio Tinto's November announcement that it would close its alumina refinery, where almost half of the town's population work.

Whether or not the town can be saved will be the focus of all levels of government in 2014.

Meanwhile, federal Indigenous Affairs Minister Nigel Scullion has procured memorandums of understanding on 99-year township leases in Gunbalanya and Yirrkala, and the NT government has signed off on a similar deal with the Tiwi Islands.

Mr Giles said Tiwi Islanders had approached his government looking to partner on the lease, and said it would allow them to facilitate negotiations with private investors looking to develop the islands.

"The problem with Aboriginal land is you have no security of tenure, so people won't invest on it; this is just a model to give certainty to business."

It's a step away from welfare dependency to helping communities run their own affairs and make the most of their land, he said.

But critics say the leases are handing over decades of hard-won entitlements for short-term gain.

"A 99-year lease is regarded by most people as an effective surrender of title," said Reverend Dr Djiniyini Gondarra, of eastern Arnhem Land.

"A lease that takes control of the land means we are giving away our law and our identity. We will become fringe dwellers - our land can never simply be exchanged for monetary gain."

Given that the NT's Aboriginal community represents a large swinging block of voters who have proven themselves more than able to turn against governments they see as failing to fulfil their promises, it remains to be seen whose approach to leadership will be more successful.

Archer Daniels to move US headquarters

ARCHER Daniels Midland Company says it is moving its global headquarters to Chicago, but the agribusiness giant could still set up a new technology centre in another state after failing to win millions in tax breaks.

The company said in a written statement it would move a small corporate team of about 50-75 employees to Chicago, but won't, at least for now, be bringing 100 more jobs that were to come with the technology centre it had planned for the same site.

Chicago, with its two international airports and big-city amenities, was an obvious contender when the company first announced in September that it planned to move its headquarters from Decatur in central Illinois to a location with better access to its customers worldwide.

"While we considered other global hubs, Chicago emerged as the best location to provide efficient access to global markets while maintaining our close connections with US farmers, customers and operations," said ADM Chairman and Chief Executive Patricia Woertz in the company's statement.

ADM plans to keep about 4,400 jobs in Decatur, where it's been headquartered for 44 years, and make that city its North American headquarters.

ADM has about 30,000 employees worldwide.

US home construction rate soars

US builders broke ground on homes at the fastest pace in more than five years, evidence the housing recovery is accelerating despite higher mortgage rates.

The Commerce Department says developers began construction on houses and apartments in November at a seasonally adjusted annual rate of 1.09 million.

That's the fastest pace since February 2008, just a few months after the recession began.

Construction of single-family homes jumped 21 per cent to an annual pace of 727,000, also the highest in more than five years.

Apartment construction soared 26 per cent to a 354,000 annual pace.

Permits for future building slipped 3 per cent to just more than 1 million, down from 1.04 million in October.

The drop reflected a decline in apartments, which can be volatile.

Permits for single-family homes rose.

Russia passes bill to drop crew's charges

RUSSIAN lawmakers have unanimously approved a Kremlin-backed amnesty bill that will lead to charges being dropped against 30 Greenpeace crew members, as well as freeing two jailed members of the punk band Pussy Riot.

Russia's Duma lower house of parliament voted 446 in favour, to none against, for the amnesty, which commemorates 20 years since Russia ratified its current constitution.

It should also allow several anti-Vladimir Putin protesters, jailed after a May 2012 rally, to walk out of prison.

Greenpeace says that the legal proceedings against the 28 activists and two journalists are "almost certain to come to an end" and that the 26 non-Russians among them will be free to return home as soon as they get Russian exit visas.

Russia arrested 30 members of a Greenpeace ship in September, including an Australian and two permanent residents, for protesting against oil drilling in the Russian Arctic.

They were released last month, but remain under investigation on hooliganism charges.

Greenpeace lawyer Anton Beneslavsky said on Tuesday it was too early to say when the charges could be dropped, but that it "won't happen in the course of a day".

The amnesty's original draft only listed persons convicted of hooliganism as beneficiaries, but an amendment added on Wednesday extends that to defendants who have been charged.

Greenpeace says it's not yet clear when the group will be allowed home, or what will happen to its vessel the Arctic Sunrise, which remains impounded in Murmansk since the arrests.

Tasmanian activist Colin Russell and permanent Australian residents Alex Harris from Sydney and and Jon Beauchamp from Adelaide have expressed relief at the vote.

"I know Colin Russell is desperate to get back to Tassie and return to a normal life after this extraordinary ordeal which has been so taxing for him, his wife Chrissie and daughter Maddy," Greenpeace Australia Pacific Senior Campaigner Reece Turner said on Wednesday.

Another activist, Ana Paula Maciel from Brazil, says she's relieved, but not celebrating.

"I spent two months in jail for a crime I didn't commit and faced criminal charges that were nothing less than absurd, but now at last it seems like this saga could soon be over and it may not be long before we're back with our families," she said.

"Right now, my thoughts are with our Russian colleagues. If they accept this amnesty, they will have criminal records in the country where they live, and all for something they didn't do. All because we stood up for Arctic protection."

Arctic Sunrise captain Peter Wilcox, of the United States, said he should never have been charged.

"I might soon be going home to my family, but I should never have been charged and jailed in the first place.

"We sailed north to bear witness to a profound environmental threat but our ship was stormed by masked men wielding knives and guns.

"Now it's nearly over and we may soon be truly free, but there's no amnesty for the Arctic."

Irina Khrunova, the lawyer for imprisoned Pussy Riot members Nadezhda Tolokonnikova and Maria Alyokhina, said that she expects her clients to be released before the end of year, the Itar Tass news agency reported.

On Tuesday, Khrunova - as well as Tolokonnikova's husband, Pyotr Verzilov - had said that they could be freed as early as Thursday.

The women are serving two-year sentences for performing a political protest song against President Vladimir Putin in a Moscow church and are currently due to be released in March.

German town revokes Hitler honour

A BAVARIAN town council has voted unanimously to strip Adolf Hitler of honorary citizenship bestowed 80 years ago, after an outcry prompted by their decision last week not to adopt a resolution denouncing the 1933 decision.

The issue came up after an archivist discovered documents showing both Hitler and the president who appointed him, Paul von Hindenburg, had been given honorary citizenship of Dietramszell.

The council deadlocked in an 8-8 vote last week on the resolution, with councillors voting against saying it was not up to them to rewrite history.

But town administrator Thomas Gerg said on Wednesday the full council voted 21-0 on Tuesday to adopt the resolution and nullify the honour bestowed on both men after hearing impassioned testimony from a woman who lost family in the Holocaust.

Most say Afghan war 'wrong': US poll

A US poll suggests most people want President Barack Obama to pull troops out of Afghanistan faster than he's doing, and many are sceptical about a tentative nuclear deal with Iran.

In the Associated Press-GfK poll, 57 per cent now say that going to war in Afghanistan after the 2001 attacks was probably the "wrong thing to do".

Fifty-three per cent say the pace of the planned withdrawal is too slow, 34 per cent say the pace is just about right and 10 per cent say it is too fast.

All combat troops are scheduled to leave by the end of 2014.

Meanwhile, 59 per cent approve of the preliminary deal between Iran and six global powers to curb Iran's nuclear ambitions, but that support is soft and many doubt the preliminary deal will lead to concrete results.

Even though he garners more disapproval than approval on the handling of Afghanistan and Iran, Obama generally gets better ratings on foreign policy than on domestic issues.

Nearly half (49 per cent) approve of his handling of US relations with other countries, while 50 per cent disapprove.

In contrast, just 40 per cent approve of his handling of the economy, while 59 per cent disapprove.

And on health care, the approval rating stands at 39 per cent, with 61 per cent disapproving.

His overall job approval is at 42 per cent, with 58 per cent disapproving.

The poll of 1367 adults was conducted December 5-9 using KnowledgePanel, GfK's probability-based online panel, with the margin of sampling error plus or minus 3.5 percentage points.

Two stabbed in Sydney

TWO men are in hospital after being stabbed in what police believe are related incidents in Sydney's southwest.

Emergency services were called to Meredith Street in Bankstown at 9pm on Tuesday following reports of a stabbing.

A man, aged in his 20s, was taken to Liverpool Hospital with multiple stab wounds and in a serious condition.

At about the same time, an 18-year-old man arrived at Bankstown Hospital with a stab wound. He has since been transferred to Liverpool Hospital.

Police are investigating the incidents, and say they may be linked.

China zookeeper killed by tiger

A KEEPER at Shanghai's zoo has been mauled to death by a rare South China tiger after entering its enclosure, officials and colleagues say.

In brief statements on their Twitter-like microblogs, the zoo and Municipal Landscaping Administration said investigators were looking into the cause of the attack.

The administration said the tiger was a 9-year-old male with no prior record of aggression against people.

It said the attack occurred at the zoo's breeding facility where safety procedures are in place.

State media reports identified the victim as a 56-year-old man surnamed Zhou.

They cited unidentified colleagues as saying the man entered the tiger enclosure to clean it and "did not come out again".

The highly endangered South China tiger is considered effectively extinct in the wild after decades of being hunted as a pest.

Only a few are kept in zoos.

Built on a former golf course, Shanghai's zoo is one of China's largest and most popular urban animal parks.

Disgraced Qld MP's wife due in court

THE wife of disgraced former Queensland MP Scott Driscoll is due to face court on Wednesday on charges of perjury and falsifying records.

Emma Driscoll is charged with 10 counts of making a false entry in a record, three counts of perjury and three counts of knowingly giving an official a document that was false or misleading.

Last month she was issued with a notice to appear in the Brisbane Magistrates Court amid joint police and Crime and Misconduct Commission investigations into her and her husband's financial dealings.

The charges reportedly relate to allegations Ms Driscoll misled the Queensland Industrial Relations Commission about the activities of a retail lobby group she belonged to and that was controlled by her husband.

Former independent MP Scott Driscoll quit the parliament last month after its ethics committee found him guilty of misleading the house about his financial interests and role in the Queensland Retail Traders and Shopkeepers Association.

The committee recommended fining the 38-year-old former Member for Redcliffe $90,000 for contempt.

Mr Driscoll's resignation came after lengthy absences from parliament and repeated calls for him to stand down by his former party the Liberal National Party, the opposition and constituents.

CENTRAL bank governor Glenn Stevens is set to update federal MPs on the outlook for the economy following a gloomy budget forecast from the coalition.

The Reserve Bank of Australia (RBA) governor will appear before a house of representatives standing committee on economics public hearing in Canberra on Wednesday.

The committee chair, Kelly O'Dwyer, says in a statement the RBA recently noted that the Australian economy has expanded at a bit below trend pace this year.

"The path of the exchange rate is also a significant source of uncertainty for the domestic economy," the statement says.

Treasurer Joe Hockey's mid-year budget review released on Tuesday forecast deficits over the next decade and ballooning government debt in the absence of substantial policy change.

NSW students wake up to HSC results

IT will be a tense day for thousands of students across NSW, waking up to HSC results.

More than 70,000 students are set to go online, send a text or make a phone call to obtain their scores.

Results will be available online from 6am, while the phone service will open from 8am.

More than 100 of NSW's highest achievers celebrated taking out first place in their subjects in Sydney on Tuesday.

Again, girls dominated the top spots with 83 among the 121 recipients.

MANY adults mistakenly think that coffee causes cancer, a leading charity has found.

A UK poll reveals the extent of the British public's misconceptions about coffee, with nine per cent of those polled believing drinking it can lead to the disease.

One in 10 think caffeine is the key to weight loss, according to the survey of 2000 adults.

But the World Cancer Research Fund (WCRF) said there's no scientific evidence for either assumptions.

In fact, the latest analysis of research has shown that it can have a preventative effect against womb cancer and there are suggestions it may protect against liver cancer, the WCRF said.

Meanwhile, more than one in five believe caffeine is the "most dangerous" substance in coffee, when the highest health risk associated with the drink is sugar and full-fat milk or cream that is added to it, the charity said.

"New evidence from our Continuous Update Project (CUP) suggests drinking coffee may decrease the risk of womb cancer, but there are still too many unanswered questions - such as how many cups we should drink, or how regularly - for us to provide any advice on coffee drinking," said Dr Rachel Thompson, head of research interpretation at the charity.

"The CUP has found no consistent evidence that suggests coffee increases or decreases the risk of any other cancers but we are continually reviewing the evidence to see if this changes."

David Campbell to swing on NYE in Perth

CROONER, cabaret star, television host, actor, musical theatre performer - David Campbell has it covered.

The entertainer will perform on New Year's Eve in Perth, singing classic swing hits including Mack the Knife and Can't Take My Eyes Off You.

The host of television program Mornings, Campbell has not done a swing show in more than a year.

"It's something that is close to my heart and I wanted to dip my toe back into it," he told AAP.

Campbell often performs for New Year's Eve but has not worked the event in Perth since 1999.

The singer plans to record an album next year and says he will try some of the songs on New Year's Eve.

"The album is not a new year's resolution, but it's a new year's intention," he said.

Campbell also said he was interested in touring with his father, Cold Chisel rocker Jimmy Barnes, and his sister Mahalia, who found fame through The Voice.

"I think Cold Chisel is going to push us out next year," he said.

"So maybe in 2015-16 ... if we don't get distracted."

Next year is shaping up to be a big one for Campbell, who is part of a group setting up a cabaret and musical theatre venue in Sydney.

Their first show will be performed in February and Campbell said he hoped later productions could tour.

He said he was pleased to see musicals achieving success in films, such as Les Miserables and Mamma Mia.

He said there were also many successful revivals on stage, such as Grease and the Rocky Horror Picture Show.

"It's a very, very healthy base, where it's all coming from at the moment, and I think it's only going to grow," he said.

Stott Despoja to visit Nauru

SHE was critical of offshore processing of asylum seekers but now Australia's new ambassador for women and girls, Natasha Stott Despoja, is not sure how she can help people in detention.

The former Democrats leader, who takes over the ambassadorship from Department of Foreign Affairs and Trade diplomat Penny Williams, has been a vocal critic particularly of the detention of women and children seeking asylum.

She told the ABC on Monday she was not sure yet what she could do for people in detention as it was her first day in the job.

She is planning to visit the detention centre on Nauru.

"I am not sure what role I will have," she said.

"Having said that, I don't think the (foreign affairs) minister (Julie Bishop) would expect anything less than honest, upfront advice and views from me."

The former South Australian senator says she has had a lifelong commitment to gender equality.

She will remain based in Adelaide, but will promote greater opportunities for women and girls throughout the Asia-Pacific and Indian Ocean regions.

She said she was proud of the work Australia did in the region through its aid program and that Ms Bishop had made it clear she wanted gender equality and empowerment to be a strong priority.

The position was created by former Labor prime minister Julia Gillard.
